BOSTON—U.S. Sen. Scott Brown has voted in favor of a proposal to amend the Constitution to compel Congress to come up with a balanced budget every year.
Brown said 49 states, including Massachusetts, are required to balance their budgets and it’s time for the federal government to impose a similar condition on itself.
